2. Navigation. You should continue the discussions for a compromise formula ad referendum subject to reciprocity on the lines of my telegram No. 1552 [of 5th December].

Travel and Residence. If we agree to restrictions on foreigners in peace time for reasons of national security it will considerably reduce the value of this article. Point also affects the Americans, and we can await their reaction when it is raised in a definite form.
